You're equating the natural order with "intelligence." One word is more neutral than the other. I've heard Christians likewise speak of the "rationality" of nature. The laws of nature were once identified as social laws or divine commandments. So this language is slippery, and the question is whether scientists and philosophers can explain the natural order without positing the priority of such mental categories.
