You raise some good points. Certainly, some behaviours are antisocial, but I suspect that some societies exacerbate them because their cultural norms are toxic. If the environment is polluted, only corrupted individuals will be able to adapt to it.

The US does indeed err on the side of individual freedom. But don't forget about the toxic American gun culture which exacerbates the danger posed by a weak mental health industry.
