Yeah, that was under Constantine. But it can be argued in different ways. Defenders of Christianity can say that Constantine allowed the different Christian factions to duke it out. But were certain factions excluded from the outset? Did Constantine take a back seat? Anyway, it was the kind of political council you'd expect from a movement that was organizing itself. No mass religion can escape politics.
