Well, the simulation theory only pushes back the question, since the question becomes: Who created the universe inhabited by the intelligent creatures that designed the simulation we call the universe? So intelligent design might apply to our universe, but the issue at the heart of the design argument is the source of all nature.
If our universe is a program running on a computer in a real universe, that universe would have to be natural in the sense of being scientifically explainable; otherwise, the appeal to computer programs would be vacuous. So again, the question is where nature in that broader sense would have come from.
