Well, Ivy League economists and business majors would certainly bare much of the responsibility for neoliberalism. Scientists and engineers would be more neutral parties, while the humanities would have criticized the whole endeavour from a more progressive standpoint.

Populists don't make these fine distinctions, though. Even if some Ivy League intellectuals criticized neoliberalism, just by being among the elites they were part of the minority that enjoyed the exclusive benefits of neoliberal capitalism (while the wages for most were stagnant for decades despite massive increases in productivity).
