Well, he means to credit both Greco-Roman philosophy and the Judeo-Christian tradition. The former is supposedly more elitist than the latter since the latter says everyone has equal worth as an immaterial spirit created by God. Of course, as Nietzsche showed, Christianity only inverts the ancient value judgment, rather than equalizing it. The peasants come out on top in God's judgment, and the nonbelievers go to Hell, so there still ends up being quite the dominance hierarchy.
