Well, citizenship presupposes large, sedentary society. Native Americans may have had cities, but they weren't so settled that they were able to repel the Europeans. I'm not at all an expert on this, but I suspect their values were the hybrid kind, between the nomad's and the citizen's. Their lifestyle was partly nomadic since they hunted and gathered rather than relying on farms.
