We should remember that cold climates are hardly panaceas. There aren't any utopias, and even the most rational individuals are still flawed humans.

Is that true about Canberra? Did the planners explicitly say that they chose it because they thought the colder weather would facilitate healthier, more rational behaviour? I think it's telling that most of the major cities there are in the southern sliver of temperate climate.
