Trump is more transactional than ideological, so no one thinks he'd implement Project 2025 because he agrees with its policies. Trump doesn't have policies. He has despotic cravings and a narcissistic need for attention. So the idea is that he'd implement Project 2025 out of laziness and recklessness, not because he's a policy wonk who knows about all 900 pages. Trump loves how Christian nationalists idolize him, so he'd give them what they want to retain their loyalty. It's about character, not a sharing of policies.
