This will be largely a semantic question, but I suspect that in so far as religions are social organizations, they'll always be corrupted by competitions for power. So a countercultural figure will typically be opposed to starting any kind of social organization.
As far as I can tell, the Jesus of the gospels was interested in changing mindsets and actions, not in setting up any kind of social hierarchy or religious organization.
The Catholic religion, however, is committed to its hierarchy and its traditions, confusing its mystique and propaganda for evidence of a divine mandate.
