There is indeed a difference between native folklore and the state religion, and the two might have a complicated interplay. Folklore might consist of superstitious morality tales about ghosts, goblins, and the like, while the state religion was designed to rationalize the kingdom's class divisions. As you say, the royals would identify with the top gods. Perhaps in some cases the rulers co-opted the folk's pre-existing myths or lore.
