The root meaning of “create” is “to cause to come into existence.” There’s also an explicitly anthropocentric definition, which is “to cause to come into being, as something unique that would not naturally evolve or that is not made by ordinary processes.”

The latter definition is just discriminatory and arbitrary. Evidently, it’s possible to cause new things to come into existence, with or without intelligence. The labels don’t matter, since the root concept of causing new things to come into being obviously applies to the universe’s evolution and complexification.
