The government would have to take what the wealthy have and give it to the poor, like Robin Hood. And the government would have to outlaw the private accumulation of wealth, capping it at some arbitrary level. That's illiberal since it's not based on trust in free social exchanges.

There was also another kind of totalitarianism that prevailed in hunter-gatherer life in most of the Stone Age, namely nature's control over our species which made those ancestors only proto-human, as in not yet behaviourally modern. The greater our facility for culture (imaginative modelling with linguistic symbols), the more we imagined our liberation from nature. The difference between animals and people lies in the extent to which the former are slaves to nature, whereas the latter are subject to the existential anomaly of being largely liberated from having merely to react to stimuli.
