The best extant options would be those of the Scandinavian democracies that subscribe to the Nordic model. It's a question of realizing that for liberalism to make good on its promise not just of negative but positive personal liberties, liberals must become somewhat socialistic or collectivistic rather than strictly laissez-faire and fragmented. Pure liberalism and pure socialism can descend into tyranny, so a balance should be struck between them. At least, that's what we see with the Scandinavian countries that are always at the top of progress and happiness lists. Those systems might not work everywhere, though, since they're pretty homogenous rather than multicultural. Still, the US could learn a tremendous amount from those countries, or even from Canada in that respect. It's just that big business interests in the US have made socialism anathema, associating it with something like Soviet communism or Marxism.
