That's what George Will says, that American conservatives differ from the European ones. My question would be whether that difference is much more rhetorical than substantive. Certainly, the rhetoric may differ, in that Americans emphasize personal liberty, but if the long-term effects of libertarians' policies are comparable to Federalist, European conservative, or medieval ones, I'd propose that we ignore the rhetorical difference. The shift in rhetoric would amount to moving chairs around on the Titanic.

The character of libertarians' medieval society would be plutocratic via laissez-faire capitalism that dumbs down culture via the democratized market (which empowered Trump, for instance). The character of European conservatives' medieval-style society would be fascist, overtly theocratic, or dictatorial. The recent Christian nationalist flavour of American conservatives resembles the European kind even rhetorically and strategically, mind you.
