That's plausible, and it's part of Pagels' explanation, too, for the favouring of simple literal statements versus the Gnostic's more open-ended, esoteric ones. The Gnostics were looser in their political structure and more open to ongoing, individual revelations, whereas the orthodox wanted to hammer down a one-size-fits-all creed. So the latter church was more politically viable for a mass culture.
