That's close to John Gray's view. But all cultures are formed partly in reaction to opposing cultures. Christianity drew from Judaism and paganism (e.g. Platonism). And modern liberalism drew from Christianity.
If we take a cyclical view of cultures, we find the answer can be both of the above, depending on where we are in the cycle. A culture would progress until it declines in something like the way Spengler explained.
