That reminds me of an interesting documentary series I recently saw, called "While the Rest of Us Die: Secrets of America's Shadow Government." It sounds more cookily conspiratorial than it is.
I wrote an article once about duelling aphorisms: "Two heads are better than one" versus "Too many cooks in the kitchen." Which system works better--distributed intelligence or centralized command--may depend on the context and on the type of problem. Either way, as the ancient Greek philosophers saw, the crowd is vulnerable to being misled by demagogues.
