That administrative class of professionals is subject, though, to the capitalist takeover of American democracy, and thus to the billionaire class that's at the top of the oligopoly. The "deep state bureaucrats" work for those who thrive even more in that laissez-faire, plutocratic context. Republican pseudo-populists scapegoat the underlings and forget about the bosses, whereas Democrats or at least progressives are more likely to point the finger at the executives and the bigger problem of capitalism's disastrous impact on democracy in the US.
