Some or all of those assumptions may be implicit in how the pragmatic realists or Machiavellian deep state bureaucrats and politicians think. But I doubt they're explicitly aware of them.
How they actually think is determined mainly by three factors: how they were trained in Ivy League business or law schools; the problems they face in their jobs which call for amoral solutions; and their degree of sociopathy which is a plus in that sort of job and which is thus selected for, as it were. The more sociopathy they bring to the table, or the more their job corrupts them, the less they're able to empathize or to think in philosophical (non-tactical and non-transactional) terms.
Just imagine how great the temptations must be to become cynical in democratic politics. Have you seen a TV show like Veep or even Borgen? Those who remain idealists in democratic government get chewed up and spat out. Moralizing is for outsiders in the peanut gallery.
