Some Arab regimes have peaceful relations with Israel--against the wishes of the Arab populations. Dictatorships can do that. Other Arab countries have been cowed because Israel humiliated them in some wars the Arabs started. And Israel is backed by the US, so it would be suicide. It's force that holds the Arab world back, not goodwill toward Jews. Islam is an imperial, intolerant ideology, and it rules in most of the Muslim world, in totalitarian theocracies.
Anyway, I'm not denying that Israel can be viewed as Goliath. I'm saying that Israel is both David and Goliath, which is paradoxical and which therefore upsets our urge to oversimplify.
