Social animals may have an instinct to help those who need it, but that instinct can be encouraged or stifled by cultural conditions. Chinese people are infamous for being guarded, suspicious, or cold-hearted.

See the articles below which talk about well-known cases of children in China being run over and passers-by ignoring their plight. The second article pins the problem on "shaoguanxianshi," which means "don't get involved if it's not your business." That's putting prudence and pragmatism above compassion and morality.
