No, but observations are public when we're talking about the public data, not the qualia. The microscope contents are public when everyone can look through the lens and see the same thing. Only you can you look directly into your mind.

Now, you can say that the contents of self-consciousness are universal, in that everyone has the same sort of experience while meditating. But those experiences are still private in terms of the mode of access.
