Just look at the meaning of the word. The strict sense of the word applies to music, which would make the extended sense metaphorical. And the extended sense is subjective because it applies most concretely or clearly to a feeling, as in a pleasing arrangement of parts.
If you're talking just about a consistent, orderly arrangement of parts that isn't necessarily pleasing, that would would be a weak sense of "harmony," in which case you'd likely be equivocating on the word. It's up to you to explain what kind of harmony you have in mind, but the dictionary limits your options.
