It's hard to know, of course. But we could look at Trumpism for answers. Is Trump using his followers to aggrandize himself, or are the followers using his mental disorders to create chaos and anarchy or to vent their anxieties on him as a scapegoat?
This is close to James Frazer's view of the king as a sacrificial god. It's like how we build up celebrities only to revel in tearing them down. The point is that if the followers use their leaders in turn (leaders who are typically sociopathic or otherwise corrupted by their dominance), the followers would have no need to rebel. They'd be getting what they want out of their leaders: spectacle, entertainment, unity with the gods, and a magical scapegoating process.
