Indeed, police should be trained to recognize that many Americans are paranoid and distrustful towards the police. But as I say in the article, the police are bound to be paranoid, too, because the inner cities are crumbling around them due to a lack of investment in mental health and education, and to the fallout from worsening economic inequality.
