Indeed, consumers provide the demand for some efficient packaging. But the producers choose not to raise their costs by using the cheapest, least recyclable materials. The alternatives have already been invented, but it's a question of keeping costs down and maximizing profit despite the long term damages to the environment. The costs are externalized.
