I'm not sure that suffices as a solution. We're hardwired to live in small, nomadic groups, because our body-types adapted to the environment that prevailed in our evolutionarily formative period of the Stone Age. We're not hardwired to live in large cities. Just because small groups work, doesn't mean large ones will. If anything, agriculture, kingdoms, and empires represent a breaking away from natural selection and from what we're hardwired to do. The Stone Age lasted so long because it was genetically determined. History and civilization therefore run contrary to our animal impulses.
