I'd say empirical truth is decided by science and reason. Personal or ultimate truth is decided by a leap of faith, or by an artistic vision that ties together your experience, character, ethos, and goals in life.

I was talking there also about values. We can know what people value by asking them or by observing their behaviour, but not whether their values are good or bad. We need a philosophy of aesthetics or of ethics to evaluate values.
