I think we'd speak of how something works, not how it is. So "How" questions are mechanistic or instrumental: we want to know how something works to defuse its power, to find its weakpoints and exploit them. That kind of knowledge is implicitly progressive and anthropocentric.

"What" questions are about the nature of matter.

So that distinction could go back to Aristotle's four types of causal questions.
