I think the scientists' dismissiveness towards Davies' point about the natural laws speaks for itself. It doesn't sound so provisional to say that the laws are brute facts. In fact, that doesn't even sound logically consistent. Calling something a brute fact is calling it inexplicable, which is different from saying it's just currently unknown.
