I think it's a question of allowing for some mystery based on strict empiricism, which entails that we shouldn't trust "occult" properties like unempirical necessary connections in nature. The evidence itself never justifies the positing of such connections which we talk about in terms of laws, as though nature were bound to follow its established order.

Whether we can live as strict empiricists is another matter.
