I know it's tempting to say that and to think that PR is neutral or that it can be used for good or for ill purposes. But if you're doing good, honest work, you don't need PR. Publicizing your existence isn't the same as selling your work with PR. You don't need an expert PR person to notify the relevant folks that you're opening a domestic violence shelter. Absolutely no deception is needed to sell that line of work. Hence PR would be overkill.
