I don't know if the American government can be reformed from within. Positive change would likely have to come from external circumstances, such as the need to deal with certain disasters on the horizon, or with revolutionary technological developments. The governmental dysfunction reflects divisions in American society, so if the culture improves, the country will get the government it deserves.
