I agree that there are plenty of accidents in history. But you seem to be reading between the lines in saying I'm "praising" psychopathic leaders. For one thing, I mean here just to be explaining things, so I'm describing rather than prescribing or evaluating them. I criticize the psychopathic aspects of civilization, in lots of articles such as in my series on conservatism.

In any case, even if civilization were discovered accidentally, psychopaths might have excelled in exploiting that new niche, so they'd have left their stamp on social structures or helped condition us to accept political amorality (such as by rationalizing it with religious myths).
