I agree that China has plenty of art, but that's not the same as tolerance of artistic freedom. Chinese art expresses its collectivist, pragmatic, mystically naturalistic culture, and that culture doesn't hold as sacred the individual's liberties. Thus, in the modern context of globalism, we can see that compared to individualistic countries like the US, China censors its artists. Art often has a satirical, dissident aspect, which is banned in China. But in the US, artists are free to publicly criticize every aspect of American culture. You see that in American stand-up comedy, for example.

I'm not an expert on China, but you don't need to be an expert to appreciate these obvious differences.
