For reasons Thomas Frank lays out in his books, we shouldn't expect competence from modern conservative parties, since they're in favour of traditional/animalistic social orders and effectively want to sabotage people's faith in democracy and modernity. They govern with a wrecking ball to make room for the plutocratic form of the dominance hierarchy.
Alas, in the US and increasingly in Canada and the Scandinavian democracies, at least, the left is no longer so competent either, because they're being overtaken by neoliberals and by a cult of toxic femininity (intersectional feminism, totalitarian cancel culture, politically correct identity politics). Mostly, though, capitalism is capturing modern democracies, so the talent goes to the private sector for the much larger pay, and government bureaucracies are overwhelmed.
