Davies is saying that the standard notion of natural laws depends either on deism or theism or on Platonism (the positing of a mystical form of theism, entailing God's eternal and perfect mind, as it were, known as the Forms, but without the personality, intelligence, or vitality; in place of that personhood, there's the unknowable Goodness, the source of light in the cave analogy).
