Bullshit. The mental states are assumed to be the same in the two theories (economics and folk psychology) extensionally but not intensionally. The referents may be the same, but the languages used in describing and explaining "beliefs" and "desires" are very different, as are the connotations of the two theories. Folk psychology is just the way ordinary people talk about beliefs and desires, which has precious little to do with utopian economic abstractions.
