Another problem with the American system is that most Americans don't vote at all, and it's been that way for decades. For decades now, the average turnout for presidential elections has been around 55%, and for midterm, congressional elections it's been 35%.

Adding political parties won't address that enthusiasm gap. Lots of Americans don't vote because American culture is libertarian, puritanical, do-it-yourself, and anti-government. That's why the branches are divided against each other, to disempower the government and to preserve the citizens' freedom.

In practice, of course, the disempowered government enables the population to be enslaved to powers that emerge in the private sector, such as banks, transnational corporations, and the military-industrial-entertainment complex. This makes the US system an experiment, and by now we can see where it works and where it doesn't.
